He is currently the Managing Partner of Gas Energy Latin America. He directs studies and carries out consulting services in energy in Latin America with a focus on the natural gas, electric energy, and petrochemical chains. He was the Executive Secretary of the Latin American Energy Organization (OLADE) between 2006 and 2007 and the Minister of Hydrocarbons of Bolivia between 2003 and 2004. He graduated as a Chemical Engineer from Texas A&M University and later pursued postgraduate studies in Chemical Engineering at the University of Houston. As an academic, he has supported and designed undergraduate and graduate programs in Petroleum Engineering at the Bolivian Private University (UPB) and has taught several energy courses at the postgraduate level in master's programs at some Latin American universities. He is frequently invited to give lectures and moderate panels on energy topics throughout Latin America, North America, and Europe. He has publications, articles, and interviews on the energy sector with a focus on Latin America.
